99 11 250 is a high leverage concreters nipper. The 25% less effort is required compared to conventional concreters' nippers of the same size. High leverage joint minimizes strain when working with thick binding wires. The high damping of the cutting stroke on cutting through the binding wire reduces the strain on tendons and muscles.
